What Is Right of Way Clearing?
Why corridors have to stay clear, what the work includes, and what drives the cost. A plain-language guide from a crew that does it.
Right of way clearing is the removal and management of trees, brush, and vegetation along the corridors that carry infrastructure: power lines, pipelines, roads, and rail. The corridor itself is the right-of-way, a strip of land the operator holds the legal right to use and keep clear. This guide explains what the work involves, why it never really ends, and what drives the cost of a clearing program.
Why corridors have to stay clear
Four reasons, and every one of them shows up in an incident report eventually:
- Safety. A tree into a conductor can start a fire, drop a line, or kill someone. Brush around a pipeline hides leaks and blocks emergency access.
- Reliability. Vegetation contact is one of the most common causes of power outages. Utilities are accountable to regulators for keeping it from happening.
- Access. Crews need to reach any point on a corridor quickly, in any season, for inspection and repair.
- Compliance. Operators work to clearance standards that specify how far vegetation must be kept from the infrastructure. Falling short has regulatory and liability consequences.
Initial clearing vs cycle maintenance
New corridors get an initial clear: full removal of trees and brush to the specified width, with timber felled, decked, salvaged, or disposed of to spec. After that the work becomes a maintenance cycle. Regrowth is controlled on a schedule, typically every few years depending on growth rates and the operator's standard, and hazard trees along the edges are assessed and removed before they can reach the line.
What a clearing program includes
- Falling and brushing. Removing stems inside the corridor, from saplings to mature timber, by hand crews or machine.
- Danger tree assessment. Certified assessors examine trees outside the corridor edge that could strike the infrastructure if they fail, and prescribe removal or monitoring. See our guide to the service on the danger tree assessment page.
- Slash management. What happens to the cut material: chipping, piling and burning, decking for salvage, or lop-and-scatter, depending on the spec and fire risk.
- Integrated vegetation management. On maintenance cycles, controlling regrowth and encouraging low-growing species that will not threaten clearances, which lowers the cost of every future cycle.
What drives the cost
No two corridors price the same. The drivers, roughly in order of weight:
- Terrain and access. Steep ground, wet ground, and corridors far from road access slow production and can require specialized equipment or hand falling.
- Stem density and size. A corridor through mature timber is a different job than one through alder regrowth.
- Proximity to energized lines. Work near conductors requires qualified people, tighter procedures, and sometimes outages, all of which add cost.
- Disposal method. Chipping and burning cost more than lop-and-scatter but may be required by the spec or the fire season.
- Width, length, and mobilization. The basics: how much corridor, how wide, and how far crews and equipment have to travel to reach it.
The practical takeaway for anyone scoping a program: the more of this detail you can provide up front (corridor length, width, terrain, stand type, disposal requirements), the tighter the quote you will get back.
Right-of-way questions
How often does a right-of-way need maintenance?
It depends on growth rates and the operator's clearance standard. Fast-growing species in wet country can force short cycles; slower northern ground stretches them out. Most corridors are on a planned cycle of a few years, with danger tree work happening as hazards are identified.
What is the difference between right of way clearing and land clearing?
Land clearing removes vegetation from an area, usually once, for development or agriculture. Right of way clearing is corridor work: linear, to a clearance spec, and recurring, because the corridor must stay clear for as long as the infrastructure operates.
Who is responsible for keeping a right-of-way clear?
